Hargreaves and Fink (2006) make a very explicit link between effective leadership and distributed leadership: . . . an ultimate goal of sustainable learning and leadership is that, in time, the vast majority of schools will become authentic and assertive professional learning communities that will constitute the strong cells of system wide improvement. Ultimately, leadership that stays centered on learning and that lasts over time is deliberately distributed leadership that stretches across a school or system, is a genuinely shared responsibility, and is taken as much as given.
